Depends on how you define "positive." If defined as indicating agreement or affirmation, then yes, it's redundant. But if you use it in the "optimistic" sense, it really depends on what's being affirmed.

I agree with Bizz. It could, though, be a negative if affirming the fact that someone possesses a negative quality. Such as, "Yes, she is in fact a conniving heartless bitch." (totally not you, I swearz...I'm mean today again)
